THE PATH TOWARDS THE FUTURE OF OPEN ACCESS IN LATIN AMERICA
To offer in Open Access the scientific production of Latin America that is financed with public funds, through the cooperation and articulation of a federated network of institutional repositories, based on regional agreements and national strategies of open access.
By 2020, LA Referencia will be composed of the majority of Latin American countries that promote national policies of open access. The network will have a sustainable institutional framework, recognized at regional and international level as a platform that provides technological services, coordinates standards and guidelines, and articulates regional cooperation initiatives in open access with other actors. It will offer, together with its partners, the production of excellence with special emphasis on that financed with public funds.
To consolidate a stable structure of financing, decision-making, integration of new partners and joint work with initiatives that share the same principles.
Maintain guidelines and standards of quality, interoperability and best practices for information retrieval with evaluation mechanisms on the service and impact of repositories.
Operate and transfer a harvesting platform with value-added services that underpins national strategies and cooperate with other related platforms at the level of interoperability or synergies in joint development.

Generate projects and initiatives that facilitate added services, technological updating and articulation of open access public policies at the regional level.
