The strategies of attention to poor youth through public policies have become an important issue to be study in Brazil, mainly by the increasing demand of this group, for work and income opportunities as a means to gain citizenship in the mold of capitalist society .Lying contemplated in the management of the State Government of Ceará agenda, policies focusing on labor and youth, lack of reviews. The present study is clipping analysis social inclusion through youth work poor in Fortaleza, through Project First Step of the Secretariat of State for Labour and Social Development. It is part of the following questions that guide the study: Who are the poor youth in "vulnerable" and "social risk" involved Project First Step? What is the mode of inclusion by working poor youth through Project First Step? We use the critical theoretical framework, seeking the mediations between the reality of young trainees and contradictions that pervade contemporary issues, with emphasis on work, social issues, poverty, youth, social inclusion, citizenship and public policy. For this, we use the methodological approach is based on the dialectical and historical materialism method comprises the following steps: bibliographic study; desk study; observing trainees in activity and interviews with young people. The analysis proceeds in a dialectical movement between the empirical and the approaches to the categories. Therefore, it is considered that young people use work as a strategy for survival equipment and subjective experiencing different realities in a constant search for income security and relationships that provide recognition and acceptance in their differences. The Project First Step, with a strategy of inclusion through work, to categorize and introduce the younger market through paid internships, does not offer technical training and a specialty. In fact, the project provides a meeting of young women having their limit in capitalist society space and also confirmation that the conquest of recognition and public acceptance happens when they become "citizen consumers". |

As estratégias de atenção aos jovens pobres através das políticas públicas se tornaram uma temática de estudo relevante no Brasil, principalmente pela demanda crescente desse grupo, por trabalho e oportunidades de renda, como meio para conquistar a cidadania nos moldes da sociedade capitalista. Encontrando-se contempladas na agenda da gestão do Governo do Estado do Ceará, as políticas com foco no trabalho e juventude, carecem de avaliações. O presente estudo tem como recorte de análise a inclusão social através do trabalho dos jovens pobres no município de Fortaleza, por meio do Projeto Primeiro Passo da Secretaria de Estado do Trabalho e Desenvolvimento Social. Parte-se dos seguintes questionamentos que direcionam o estudo: Quem são os jovens pobres em “situação de vulnerabilidade” e “risco social” que participam do Projeto Primeiro Passo? Qual o modo de inclusão pelo trabalho dos jovens pobres através do Projeto Primeiro Passo? Utiliza-se o referencial teórico crítico, buscando as mediações entre a realidade dos jovens estagiários e as contradições que perpassam as questões contemporâneas, com ênfase no trabalho, questão social, pobreza, juventude, inclusão social, cidadania e políticas públicas. Para tanto, utiliza-se o percurso metodológico se fundamenta no método do materialismo histórico dialético e segue os seguintes passos: estudo bibliográfico; estudo documental; observação aos estagiários em atividade e entrevistas com os jovens. A análise se processa em um movimento dialético entre o empírico e as aproximações com as categorias. Portanto, considera-se que os jovens utilizam o trabalho como estratégia para a sobrevivência material e subjetiva vivenciando realidades diversas numa busca constante por segurança de renda e de relações que proporcionem reconhecimento e aceitação em suas diferenças. O Projeto Primeiro Passo, sendo uma estratégia de inclusão pelo trabalho, ao categorizar e introduzir os jovens no mercado através de estágios remunerados, não oferece uma formação técnica e uma especialidade. De fato, o projeto proporciona o encontro dos jovens pobres com seu espaço limite na sociedade do capital e ainda, a confirmação de que a conquista do reconhecimento e da aceitação pública acontece quando se tornam “cidadãos consumidores”.
