Mexico adopts OpenAIRE guidelines for literature and data repositories

At the end of 2015, the National Council of Science and Technology (CONACYT) of the government of Mexico published the "Technical Guidelines for the National Repository and Institutional Repositories". These guidelines aim to establish mechanisms and actions to be taken for the preservation of academic, scientific, technologic and innovation heritage, that comply the process of peer review; as well as its relevant primary data.

The Guidelines consider international standards and best practices, as detailed in the document:

(I) the adequacy of the Open Access Initiative of Budapest, 10 years later;

(Ii) International Standards that support the Dublin Core metadata schema, the 3.0 OpenAIRE Guidelines for Literature Repositories and for Data Archive;

(Iii) the exposure of resources with OAI-PMH Protocol;

(Iv) the requirements of the DINI Certificate; and,

(V) the document "Síntesis Reglas de Metadatos LA-Referencia".

 

Mexico was the third country in Latin America that established a law on Open Access, in May 2014, when reformed the laws of Science and Technology, General of Education and Organic of CONACYT. These provides the basis for any citizen to get free access to the scientific and academic production  financed partially or totally  by public funds. According to the law, the role of building the Repository of Open Access to Scientific Information Resources, Technology and Innovation is assigned to CONACYT.

 

Guidelines Compliance

The document contains a higher level of detail which provides, among other aspects, in the article  25 - Metadata Schema for the National Repository -  the use of international standards for interoperability such as OpenAIRE V.3.0 for literature repositories and OpenAIRE fields for the management of Data Repositories 2.0. The latter decision is a key step on the road to include the scientific data.

The guidelines, as explained, are applicable to the National System of Science, Technology and Innovation and to any entity that carries out academic, scientific, technological and innovative production, wholly or partially publicly funded or that has used the public infrastructure.

In this context, corresponds to CONACYT "the design, promotion and financing of the national strategy to democratize the academic, scientific, technological and innovation information, expanding, consolidating and facilitating access to the national and international academic, scientific, technological and innovation information."

 

Competitive funds

From another angle, in January 18, 2016, announced in a press release the opening of competitive funds through Conacyt Institutional Fund (Foins) to support the  development of  institutional repositories.

The call consider three alternatives: creation, development and consolidation of institutional repositories.

The subjects of support are the institutions of public higher education, public research centers and, in general, federal and state public sector institutions that carry out scientific, technological and innovation research wishing to adapt their repository or build a OA repository in accordance with Technical Guidelines.
