Countries are requested to develop so-called national forest reference levels (FRLs) as a benchmark to measure performance of land-use policy adjustments. FRLs are constructed combining information on the magnitude of anthropogenic interventions causing greenhouse gas (GHG) emissions (e.g. historic deforestation) with information capturing the changes in different forest carbon pools. Small-island countries face the particular challenge that their FRLs have to be developed in a sparse data environment. Poor satellite coverage in the past hampers the reconstruction of deforestation patterns. This thesis combines existing national deforestation data with global deforestation data and SAR-based deforestation detection to reconstruct evolving deforestation patterns across a twenty years period (1990-2010) in Espiritu Santo Island, Vanuatu, a country located in the South Pacific. The deforestation pattern is used as an input to Dinamica EGO, a spatial modeling environment projecting future trajectories based on spatial proxies capturing driver and underlying causes of deforestation. To estimate corresponding GHG emissions, an aboveground biomass map was derived from ALOS Palsar SAR data. Overall, a total of 3,296,823 tCO2e will be released under the business-as-usual scenario (BAU) over a period of 10 years (2011-2020). Uncertainties remain high due to the heterogeneity of optical and SAR data as well as suitable historical VHR data for verification purposes.

Los países deben desarrollar llamados niveles de referencia forestales (NRFs) como referencias para medir el desempeño de políticas del uso de la tierra ajustadas. Los NRF se construyen combinado información sobre la magnitud de intervenciones antropógenas causando emisiones de gases de efecto invernadero (GEI) p. ej. a través de la deforestación con información que capta los cambios en los diferentes reservorios forestales de carbono. Los países constituidos por pequeñas islas enfrentan el desafío particular, que tienen que desarrollar sus NRFs bajo la restricción de una escasez de datos. La baja cobertura de sus territorios, perjudica la reconstrucción de patrones históricos de la deforestación por sensores remotos en el pasado. Esta tesis, desarrollada para la Isla Espiritu Santo, Vanuatu, un país en el Pacífico del Sur; combina datos nacionales existentes de la deforestación histórica con datos globales de la deforestación y patrones de deforestación generados por un procesamiento de radar de apertura sintética (SAR) para reconstruir el patrón de la deforestación emergiendo durante un periodo de 20 años (1990-2010) en la isla. Se utiliza el patrón reconstruido como un insumo de DinamicaEGO, una caja de herramientas de modelaje espacial para proyectar futuras trayectorias a base de proxies espaciales que capten los factores principales y causas subyacentes de la deforestación. Para estimar las emisiones de GEI correspondientes, se procesaron datos de SAR del sensor ALOS Palsar para derivar un mapa de biomasa aérea.
